Passport rule changes scheduled for June

Here's a good Web site to begin looking into changes to passport rule changes scheduled for June, which I found by accident while browsing: http://www.dhs.gov/xtrvlsec/crossingborders/
I could not find many specifics on passport duration/requirements (most of what I found was regarding the Western hemisphere only, or related to cost: $100; $75 + $25 administration fee, possibly plus postage).
I remember freedom to leave and reenter without hassle on the U.S. end, though requirements vary on the foreign end. I have a real problem with the U.S. government making a two-tiered flight system with detailed background checks for those seeking ease of travel by bypassing the red tape without eligibility for a special diplomatic passport (see info on trusted traveler program, etc.). According to our Constitution as I interpret it, all private citizens should receive the exact same governmental treatment; I don't think I'm being alarmist in disliking what I read.
